Who We Are

Tobago CivilNET is a non-profit organization dedicated to promoting a thriving Tobago built on the cornerstones of individual liberty, economic freedom, and accountable government. We believe that these principles are essential for creating a society where everyone has the opportunity to reach their full potential.

We achieve our mission by:

  • Conducting Independent Research: Our team of researchers delves into critical public policy issues facing Tobago. We employ rigorous methodologies and diverse perspectives to deliver unbiased and insightful analysis.
  • Educating the Public: We translate complex policy issues into clear, accessible information for the Tobago community. We do this through reports, commentaries, educational materials, and online resources.
  • Engaging Policymakers: We build bridges between policymakers and the public. We present our research findings and host forums where policymakers can engage with experts and citizens on crucial issues.
  • Fostering Community Discussion: We believe in the power of informed and inclusive conversation. We host conferences, seminars, and workshops to spark dialogue about Tobago’s future. We also leverage online platforms to encourage a vibrant exchange of ideas.
  • Tobago CivilNET is more than just a research organization. We are a catalyst for positive change. We empower Tobagonians with knowledge, foster critical thinking, and advocate for policies that promote individual liberty, economic opportunity, and a strong, accountable government.

Our Committees

Tobago CivilNET’s impact stems from the dedication and expertise of our committees.  Each committee brings together a diverse group of researchers, writers, and policy experts who share a passion for advancing liberty and prosperity in Tobago. Through focused research, analysis, and outreach, our committees tackle critical issues and offer insightful recommendations.

Here’s an overview of our core committees:

Education Committee

This committee focuses on ensuring a high-quality education system that equips all Tobagonians with the knowledge and skills they need to succeed. The committee examines curriculum development, teacher training, educational equity, and the overall effectiveness of Tobago’s education system.

Politics and Governance Committee

This committee delves into the structures and practices of Tobago’s government. Their research explores topics like fiscal responsibility, transparency, and citizen participation. They strive to recommend policies that promote accountable and effective governance.

Wholistic Health Awareness Tobago (W.H.A.T.) Committee

W.H.A.T. is a committee of Tobago CivilNET that comprises members of CivilNET and non-members that have a common interest in raising the awareness of wholistic health in the Tobago space. Wholistic Health focusses on Body, Mind, and Spirit.  W.H.A.T. launched the first season of its wholistic health awareness series on March 22nd, 2023, which was followed by five (5) documented episodes inclusive of Mental Health, Gut Health, and Proper Nutrition for Children. This committee intends to work closely with the Division Of Health in analysing Tobago’s healthcare system, focusing on access to quality care, affordability, and preventative measures. Research will aim to identify solutions that ensure Tobagonians have access to the healthcare services they deserve.

These are just a few of the committees that drive Tobago CivilNET’s work.  We are constantly evaluating the island’s evolving needs, and additional committees will be established in other Areas of People Activity within Tobago to address emerging challenges.

In addition to the core committees, Tobago CivilNET may also have temporary committees or working groups focused on specific issues. This allows us to assemble the most relevant expertise to tackle complex challenges.

By leveraging the combined knowledge and dedication of our committees, Tobago CivilNET delivers comprehensive research and insightful policy recommendations, along with relevant information to the public, that aim to build a brighter future for Tobago.


Council of Directors

Tobago CivilNET’s Board of Directors provides strategic guidance and ensures the long-term sustainability of our organization.  The Board is comprised of distinguished Tobagonian leaders from various sectors who share our commitment to individual liberty, economic freedom, and accountable government.

Current Council Members (2024 – 2026)

Chair: Rodney Piggot

Rodney is a life-long student of Nation-building within the Pan-African Community, a Seasoned African Cultural Activist and Grass-roots Organizer, a Founding Member of the Spoken-Word Community during the Poetry Renaissance of the 1990s, Author of four (4) books, Former President of the Tobago Writers Guild 2017-2020, and current Advisor to the Tobago Council of Elders.

Treasurer: Kino Sammy

Kino K. Sammy, a proud Tobagonian with over a decade of project management experience, is passionately committed to fostering Tobago’s growth and advocating for its autonomy. With a strong track record in community service, he has led impactful initiatives that skillfully blend innovation with cultural preservation, always placing Tobago’s people and identity at the forefront. Through his work with Tobago CivilNET, Kino bridges the island’s rich historical journey toward autonomy with its modern aspirations for progress, driving efforts to create a more independent and self-reliant future. Combining technical expertise with a deep understanding of Tobago’s cultural, economic, and environmental landscape, Kino seeks to empowers communities to overcome challenges through collaboration, creativity, and actionable solutions, ensuring a resilient Tobago that honors its heritage while embracing new opportunities.

Secretary: Sharon Campbell-Phillip

Dr. Sharon Campbell-Phillips is an accomplished international scholar with dual PhDs in Health Science and Healthcare Administration, complemented by a Master’s in Education and a Bachelor of Science in Psychology. As a distinguished researcher and published author, she has dedicated her career to advancing healthcare and education, with a focus on developing communities by addressing social problems. Dr. Campbell-Phillips is passionate about implementing programs that foster positive change among youth and communities at large. She actively engages in conducting workshops and seminars aimed at empowering individuals and catalyzing societal transformation. As an editor with the Open Journal of Educational Research and a certified reviewer, she contributes to shaping academic discourse and mentorship through her involvement with Publons Research Academy. Dr. Sharon Campbell-Phillips is committed to driving impactful initiatives that pave the way for a brighter, healthier future.

Assistant Secretary: Amy Yeates

Amy Yeates from Tobago is a creative and resilient entrepreneur known for her passion for wellness and community. She runs a thriving smoothie business that highlights the island’s vibrant, tropical flavors. Drawing from her years of administrative expertise, Amy combines professionalism with a deep love for creating meaningful experiences. Her journey is marked by determination, personal growth, and a dedication to living authentically.

Public Relations Officer: Xavier Edwards

Xavier Edwards (XAV) is an award winning recording artiste, father and businessman. He has also served as the President of Tobago Writers Guild 2021-2022 and is a current Director at Tobago CivilNET.

XAV’s most recently musical release, Red Pills Only (EP) which features the timeless single Rose ft The Mighty Sparrow received critical acclaim both locally and internationally has been supported by Colors Studio UK, The Pit London, Trinidad Express and BBC radio.

XAV continues to use music and his platform to inspire and connect; consistently encouraging self discovery as a pathway to fulfillment.

Director: Patrick George

George has been involved in organizing public education events, including discussions on health, politics, youth, and tourism. He has also contributed to the development of surveys measuring public opinion on key issues in Tobago.

Additionally, George has been active in hosting crime symposiums aimed at addressing the island’s crime situation. For instance, in April 2024, he participated in a symposium titled “An Introduction to the Public Health Approach to Violent Crimes in Tobago.

Director: Ryan Allard

Ryan is a tech company founder, public speaker, climate change researcher, digital nomad, and formerly a Man in Finance. He is a regular member of national environmental, sustainability, and economic development committees in Trinidad and Tobago (including the TT National Council for Sustainable Development) and also sits on the boards of various civil society groups.

Ryan has PhD/MSc degrees in transportation systems (Instituto Superior Técnico) and has a BSc in Aeronautical and Aerospace Engineering from MIT.

Council Elections

The Tobago CivilNET Board of Directors is elected by our members at the Annual General Meeting (AGM) for 2 year terms. The next AGM will be held in 2026, at which time a new Board will be elected. We encourage our members to participate in this important democratic process.
